Also, any gasoline that was left in a gas can for a period of more than 30 days must be discarded because it also has begun to turn to varnish.

I have a jd gx75 with a 9hp kawasaki. It surges and won't hold a steady idle at any throttle position . When the blades are engaged then it idles fine. I took the car apart and cleaned it with carb cleaner and that had no effect also checked governor adjustment and pulled the governor spring tighter .While cutting under full throttle and deck clutch engaged, the motor runs great. When I disengage the clutch the engine/governor surges up then down regardless of the throttle setting. I have put in new gas along with some SeaFoam cleaner, full tune up (plugs, air filter, fuel filter, oil change) and checked the gas cap.
