Assuming this is comparable to most of the other city builders like Ant Legion, Puzzles & Survival, etc. the level 31 reward is always a trap. You'd have to spend more than you'd get back. I'm usually pretty good about completing SB offers, however the Puzzles and survival offer seems overwhelming. I'm on level 7 headquarters right now, and I just started it two days ago.
