Theres also a draft control lever and a speed control knob which I think acts as a flow control valve to adjust the speed in which the arms raise. sometimes the knob turns but does not actually turn the valve. You could try rigging a turnbuckle wired to the running board support and the draft lever and "tune" it to see if the draft will work temporarilly. The deeper it digs the more resistance it creates against the tractor until it reaches a point where the tractor looses traction or stalls.

The drop speed is not affected by turning the flow control knob. It is only the flow on the pressure side that is controlled. The adjustment is only for the draft control behaviour, but it also affects the lifting speed.
