I kind of doubt that every Viltrumite is stronger than Superman. It depends on which version you're talking about. New 52 Superman can bench press the mass of Earth for 5 days straight and Post-Crisis has tanked supernovas. I don't think any Viltrumite has done either of those things. Also, Viltrumites don't get Zenkai boosts like Saiyans.
