TOS is better in every other way. TW is actually $1.29 for options on most underlyings (more on SPX and others with higher fees), when you consider the fees. Normally $0.15 at open and $0.14 at close. The 15 and 14 aren't commissions, those are collected by options clearing house and the exchange.
