Nope. Settlements have their own "balance sheet" (or a pool) so to speak, of debt and profit. From as far as I've gotten, you only spend resources to build stuff or generate debt to enact events. I haven't found a way to sink personal units into it, so it looks like we still don't have a unit sink, yet. 4.

It took me 10 save reloads to get the settlement on my planet. My planet is a paradise, with bubbling and glow-in-the-dark grass.
