There is a air intake heater used on the 7.3L California version. It is located between the inter-cooler and the intake manifold. It is controlled by a relay next to the fuel filter. To some folks not familiar with the CA emission system, they think it is the glow plug relay. Controlled and monitored by the PCM.

The intake heater only engages on a cool engine to provide warm air to the combustion chambers so the engine will have good heat for combustion of the fuel. It makes the air more dense to allow the combustion during the compression stroke. The only way I can get it to start is by planting a 100W light bulb on the air intake heater housing for 1-2 hours. Obviously , the electric air intake heater is not working (despite the "glow plug" light on the dash lighting up for 10 seconds, which it does). The housing does NOT heat up. I've replaced the ($155! from a JD dealer) control module.
