Shin seems to act like a dick, but he's faithful to the code and to the chain of command. And he's rightfully recognizing that Rahmani is deserting and deliberately sabotaging the Brotherhood. And Valdez seems to be focusing on the scientific side of things. So the choice in "Over and Out" is: I will side with Rahmani. I will side with Shin.

Paladin Rahmani is a traitor and wants to casually rope the player into her mutiny scheme. Knight Shin at least gets the job done. From an RP Point of view you could select Rahmani to sabotage the Brotherhoods influence in Appalachia.
