A 61 roll of artifice armor is better than a 64 roll of regular simply due to choosing the last 3 stat points. You would need armor that has basically every stat point allocated to where you want in order for artifice to be pointless. And even then armor distributions change based on what build you are running.

Artifice armor is in a bad spot right now. I've been farming master Duality, Spire, and Grasp. Most of the encounters are pretty rough, especially with the new power delta. I doubt many teams are one phasing these bosses. And you most likely end up with a piece of artifice armor that's 59-63 stats, with a trash distribution.
