It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. Ive killed 2 megs in the fog. Neither were the ghost. Both times I had been chased by the meg for a bit before the fog and it went away. So only tip I can offer is if you are heading to fog and a meg comes up kill it because im pretty sure that same meg will just keep spawning on you.
