Dragoon gives 1 more damage, allows you to get perfect accuracy and pips, and has the ever-useful utilities of item potent/sharpen and 4-pip Fire Dragon. Merciless... doesn't. You can't get perfect pips and accuracy, you'll have to choose one or the other.
