Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. InO is not actually very good in P4G. Arguably he was useful in P4 for the bonus boss fight because of all of his resists, but other than that... meh.
