You can not use a Professional Kill Streak kit on a weapon with a kit already on it (same with all kits), you must remove the Specialized Part of the Weapon using the restore button, and then apply the new kit to it. So the other day I fabricated a specialized killstreak wrench and tried it out on a server, after getting a bunch of kills I checked my wrench (which is a dressed to kill skin) and there was no kill counter.
