For a guaranteed stellar, you can combine fragments you get from loot collecting ones you don't want at the adventurer's crafting bench.

Simple answer: No. A 2 stat@lvl 1 gem will always be weaker than a 3 stat@lvl1 gem. The reason being the boosts a gem receives at lvl 5, 10, and 15. If the gem has two stats it will instead receive its 3rd stat at lvl 5 instead of receiving the stat boost, which causing the gem to be permanently gimped. The gem will not receive them missing ...
