Thanks kindly! Solution: Apparently, I didn't aim the flair high enough. I shot it forward thinking I need to shoot it "into" the extract a bit. Just stand next to it and shoot it STRAIGHT up to avoid it not registering. You'll get a message on the bottom right of the screen that says something like "flare area" when you're close enough.
